Some dude from 90s probably time travelled to 2024 just to make an adult game and for better marketing strategy they randomly labelled it with "Unreal Engine". If this was really done using UE4 , then Age of Empires 1 by Microsoft was way ahead of this

UE actually has a great system for handling 2d. There have been a bunch of great 2d games made with that engine

This is gonna sound weird, but the art uses too much detail. Pixel art games seem to have to strike a balance between pixel size and sprite detail, and this one goes too far into the sprite detail for the pixel size so the sprites look whonkey vs both lower detail pixel games and higher detail ones that use smaller sprite pixels.
